Description

This document provides a justification for the U. S. Fish and Wildlife Service (Service) to continue the development of an Integrated Fisheries Restoration and Monitoring Plan (Plan) for the Klamath Basin and outlines the approach that will be implemented by the Pacific States Marine Fisheries Commission (PSMFC) to facilitate development of that Plan. The Final Plan will integrate the principles of strategic habitat conservation (SHC) as well as long-term trend monitoring, restoration effectiveness monitoring, and the best available science into an adaptive management framework. The PSMFC will continue to work in close collaboration with the Service and National Marine Fisheries Service (NMFS) as the Administrative and Technical Co Leads of this planning effort. The approach for developing the Plan will encourage full participation by Cooperating Partners and will be modeled after similar planning efforts conducted in other basins that have a demonstrated history of success. For this effort, ⿿Cooperating Partners⿝ are defined by the Service and NMFS to include agencies and tribes that have fisheries and aquatic habitat management jurisdiction and/or authorities in the Klamath Basin.
