South Carolina Support for Foreign Research Reactor Spent Nuclear Fuel (FRRSNF) Shipments

Objective

1. Fund South Carolina Law Enforcement Division (SLED) officers to provide armed escort for each Foreign Research Reactor Spent Nuclear Fuel (FRRSNF) shipment while in transit within the State of South Carolina. 2. Fund SLED dive teams to perform clearing and sweeping functions of the port at Joint Base Charleston, SC, prior to the arrival of ships carrying FRRSNF. 3. Provide funds for the purchase of specialized law enforcement equipment necessary for the effective security response to an incident and coordination with other South Carolina Agencies, should such an incident occur while a shipment is in transit anywhere in the State of South Carolina. 4. Provide funds for the training of SLED personnel to ensure the effective response to an incident should it occur within the State of South Carolina. 5. Provide funds to the South Carolina Department of Environmental Services (SCDES) to conduct initial regulatory compliance inspections for each FRRSNF shipment while the shipment is in transit anywhere in South Carolina. 6. Provide funds to SCDES to ttend all pre-shipment conferences and table top exercises (TTX) reviews. 7. Provide funds to SCDES to ‘shadow escort’ FRRSNF shipments when transiting through the state. 8. Provide funds to SCDES to designate a representative to attend all annual National Transportation Stakeholder’s Forum (NTSF) meetings. 9. Provide funds to SCDES to maintain communication systems to support and coordinate radiological emergency response actions with other South Carolina state agencies. 10. Provide funds to SCDES to offer specialized training to emergency response personnel throughout the State using a DOE developed program known as Modular Emergency Response Radiological Transportation Training (MERRTT).
