Objective
The purpose of the program is to provide Business Development Assistance for Small Disadvantaged Businesses. SBA performs this mission by entering into grants, cooperative agreements and contracts with qualified service providers who have the capability to provide business development assistance to eligible businesses and individuals under Sections 7(a)(11), 7(j)(10) and 8(a) of the Small Business Act.

- Municipality or Township government (inclusive of cities, towns, boroughs (except in Alaska), and villages)

- Small Business Person
Educational institutions, public or private organizations and businesses, individuals, State and local governments, Indian tribes and lending and financial institutions and sureties that have the capability to provide the required business development assistance.

8(a) program certified firms, HUBZone small businesses, businesses operating in areas of low-income or high-unemployment, and firms owned by low-income individuals like Economically Disadvantaged Women Owned Businesses.
