Low-Carbon Transportation Materials (LCTM) Program

Objective
The LCTM program is a competitive program that focuses on accelerating the use of materials and products that have lower levels of embodied greenhouse gas emissions on eligible projects funded under Title 23. Program goals include, but are not limited to: Increase the use of lower carbon materials and products that are used in projects funded under Title 23. Facilitate the use of low carbon transportation materials while ensuring appropriateness for use in projects eligible under Title 23. Promote technology transfer and enhance workforce development to increase the adoption of environmental quantification techniques used in decision making by transportation agencies. Encourage eligible recipients to begin LCTM activities and build successful low carbon transportation material identification frameworks. This Assistance Listing 20.274 created in August 2025 was included in the previous ALN 20.205, please refer to former ALN 20.205 for FY24 and FY25 financial obligations. The new Assistance Listing 20.274 will be utilized by DOT at the start of FY 2026.
