Community Development Block Grant- PRO Housing Competition

Objective

PRO (Pathways to Removing Obstacles) to Housing provides competitive grant funds for the identification and removal of barriers to affordable housing production and preservation.

Who Can Apply

  • U.S. State Government (including the District of Columbia)
  • County Government (inclusive of boroughs in Alaska, parishes and other governmental entities with geographic regional control and authority)
  • Municipality or Township government (inclusive of cities, towns, boroughs (except in Alaska), and villages)
  • Planning Commission
  • Other Local Government Consortium, Regional Organization (Intrastate), or Other Local Government Combination

Local government shall have the same meaning as “unit of general local government” in section 102(a)(1) of the Housing and Community Development Act of 1974. This term “local government” includes entitlement CDBG grantees and non-entitlement communities. Metropolitan Planning Organization (MPO) shall have the same meaning as defined in Section 8 of the Federal Transit Act of 1991 at 23 U.S.C. 134(b). Multijurisdictional entity refers to any association of local governments or public agencies which are bound by collective agreement (such as a memorandum of understanding, joint powers authority, interstate compact, or the like), such that HUD determines that the entity is authorized and has administrative capability to carry out eligible activities on behalf of its member jurisdiction(s). State government shall have the same meaning as “State” in section
