Objective

Provide Federal financial assistance (FFA) towards the OSW MIIs and OSW's Manufacturing Education and Workforce Development (M-EWD) project and expand the use and applications of Other Transaction Authorities to drive Advanced Manufacturing Technology solutions. Avoiding gaps in performance and seeking continuation of governance for five MIIs. OSW ManTech establishes a system of governance with each MII and collaborates with them to perform the following: 1. Advance AM technology, growing the AM workforce, and expanding the AM ecosystem (America Makes MII); 2. Drive digital adoption in manufacturing, solve critical manufacturing challenges, and build a highly skilled workforce that can keep up with global competition(MxD MII); 3. Advance materials, materials R&D manufacturing technologies R&D, and education workforce development efforts (LIFT MII); 4. Develop and offer next-generation integrated photonic circuit fabrication and test, assembly, and packaging (TAP) capabilities to the U.S. ecosystem (AIM Photonics MII); 5. Expand advanced manufacturing for flexible hybrid electronics to align yield and reliability with standards and grow the semiconductor workforce (NextFlex MII); 6. Continue to improve manufacturing methods for highly functional fabrics that benefit the warfighter and expand training opportunities for an advanced fiber and textile manufacturing workforce (Revolutionary Fibers & Textiles (RFT) MII); 7. Enhance manufacturing methods and capabilities for tissue engineered medical products and expand certification and credentialing programs for the biomedical manufacturing workforce (BioFabUSA MII); 8. Continue R&D investments in advanced robotics and associated artificial intelligence (AI) technologies for manufacturing and develop/sustain a competent robotics workforce (ARM MII); and 9. Continue progress on infrastructure investments for bioindustrial manufacturing, conduct project calls to address bioindustrial technical challenges as well as workforce development and biosafety, biosecurity, sustainability, and social responsibility (BioMADE MII). OSW ManTech’s whole-of-government Manufacturing Education and Workforce Development (M-EWD) Project plays a key role in bridging the gap between forward thinkers in the manufacturing industry and Department of War (DoW). The M-EWD Program will continue its mission to work alongside regional ecosystems to develop and enhance already established education systems to assist in the creation of a high-performance manufacturing workforce ready to support the needs of the defense industrial base (DIB). The M-EWD team works alongside the DoW MIIs to grow a workforce that is agile and ready to tackle the challenges of an ever-evolving manufacturing industry.

DOMESTIC SOURCE – The term “domestic source” means a business concern that: (1) performs in the United States or Canada substantially all of the research and development, engineering manufacturing, and production activities required of such business concern under a contract with the United States relating to a critical component or critical technology item; and (2) procures from business concerns described in subparagraph (1) substantially all of any components and assemblies required under contract with the United States relating to a critical component or critical technology item. 2 CFR 200, Subpart E - Cost Principles, and 2 CFR 200 Subtitle A - Guidance for Federal financial assistance (as appropriate) applies to this program.
