Section I

How to Apply

Projects to be funded and individuals who receive direct grants or financial assistance will be determined solely based on objective need. Whether an individual or group of individuals need funds will be based on an objective evaluation of the individuals' needs and resources at the time assistance is offered. The foundation will maintain records that document the needs-based assessment of the individuals or groups of individuals, as well as the foundation's objective criteria for disbursing assistance under each program and how the recipients were selected. In addition, the foundation will maintain records that include a description of the assistance provided, the date, place and estimated number of individuals assisted, and the charitable purpose intended to be accomplished. The foundation will have criteria and procedures in place to ensure distributions are being used in furtherance of its charitable purposes, including visits to the people and communities receiving distributions.

On Unsolicited Proposals yes

Restrictions

The foundation carries out its charitable purposes not through traditional grant making, but by directly providing food, clothing, shelter, and medical care to individuals.
